ノートについて
このノートを書く理由
この数年、私は地域インターネットレジストリ(RIR)の紛争、ポリシー策定、構造的な機能不全に直接関わってきた。その対象は、5つすべてのRIRに及ぶ。ここに書くのは、理論上の論評ではない。インターネットの中核資源が実際にどう統治され、どう管理を誤られ、どう値づけされ、どう支配されているのかを、当事者として見てきた経験に基づいている。
外から論評するのではなく、レジストリの仕組みの内側から書いている。誰に向けたノートなのか、なぜあえて居心地の悪い問いを突きつけるのかを、陸恒が語る。
