How do you enter a conversation you cannot yet follow?

A meeting may be open, yet still feel out of reach if its language and institutions are unfamiliar. TechRound’s 2022 profile introduces Lu Heng through his interest in giving more people the knowledge to take part.

It follows his studies in the Netherlands, his encounters with Internet industry conferences, and his work in business and education. Learning how the system works is the thread connecting those experiences with the LARUS Foundation’s work for young people.

Having a voice is different from speaking for everyone

Note 54 takes that concern further. Lu Heng supports participation, but challenges the claim that a committee can speak for all Internet users simply because it has created a place for discussion.

The distinction matters to anyone outside that room. More opportunities to learn and speak should come with clearer limits on an institution’s power. The profile introduces the earlier work; the later Note explains why participation alone cannot supply a mandate.
