A connection is only the beginning
You can depend on the Internet every day without knowing where decisions about it are discussed. CEOWORLD’s profile looks at Lu Heng’s efforts to open that conversation to more people, through LARUS and the LARUS Foundation.
The practical work includes making addresses more accessible to smaller networks and helping young people gain the knowledge and opportunity to participate. The profile records that work in 2023. It offers a way into the person behind the arguments.

An invitation is not a mandate
In the later Note 54, Lu Heng draws a boundary. Attending an open meeting does not make someone the representative of everyone who was absent. Nor does administering Internet resources give an institution political authority over a continent.
His answer is to widen participation while keeping institutional authority limited and accountable. Start with the profile to understand the earlier work; continue to Note 54 for the question it leads to: who actually authorized anyone to speak for you?
